Cebu’s iconic Tops Busay closes starting October 21, gives way to new attraction
On October 21, 2022, the well-known Tops Lookout, popularly known as “Tops,” in Barangay Busay, Cebu City, will temporarily lock its doors to visitors and locals to make way for rehabilitation and redevelopment projects. Less than a month before its scheduled closure, Tops Lookout management extended an invitation to Cebuanos to make use of the tourist attraction until its final day of operation.

At a media briefing on October 1, Fifth Avenue Property Development (FAPD) spokesperson Raymond Serna informed the media that their company and EMRO Holdings collaborated on the restoration. According to Serna, the renovation will rebrand the site and transform it into an “incomparable icon.”
Serna estimated that the renovation will take at least six to 12 months or longer. The property’s development plans have not yet been made public.
Serna gave the assurance that they would look after the staff members of Tops, who would be rehired as caregivers once the renovation was complete. In order to continue operating their businesses, Serna stated that the interior concessionaires and food booths would be moved to the lower section of Busay Road close to the restaurants.
The late Emilio “Lito” Osmea opened it for business in 1985 before he was elected governor of Cebu. It soon rose to prominence as one of Cebu’s top tourist destinations once it opened.
Visitors can enjoy breathtaking and expansive views of Cebu City and Mactan Island from Tops, an observatory platform in Barangay Busay that is 600 meters above sea level.
Tops welcomes between 1,200 and 2,000 visitors per day on average, according to Serna.
The management has planned social media competitions to reintroduce Tops, encouraging Cebuanos to participate in the TikTops Dance Challenge on Tiktok, the Tops Pic photo competition, the Painting Competition, and the My Tops Story storytelling competition.

On October 21, the day of the business’s closure, a celebration will also be conducted. Each ticket will cost ₱200.
