With over eight million registered users nationwide, the app’s expansion into Cebu reinforces the province’s position as a leader in the Philippines’ digital transformation.

A Regional First: Cebu Embraces Digital Services

The arrival of the eGOV PH Super App, or e-Government Philippines, in Cebu is a game-changer for the province, allowing citizens to perform various government transactions online for the first time in the Visayas and Mindanao.

DICT Undersecretary for Support Services Heherson Asiddao highlighted the app’s potential to streamline daily tasks: “The objective of the eGOV Super App is to enable transactions no matter where you are, even if you’re at home. Imagine being able to obtain a business permit without having to go to City Hall.”

This development is crucial for Cebu, as it becomes a model for other provinces in the region to adopt digital solutions that reduce in-person visits to government offices and eliminate the need for paperwork.

Cebu’s pioneering role in adopting the eGOV PH Super App outside of Metro Manila sets an example for other local government units (LGUs). The app not only allows Cebuanos to access services provided by the national government but also integrates local government functions such as applying for permits, tax payments, and business registrations. This means citizens can manage government-related tasks from the convenience of their smartphones.

Daanbantayan Mayor and Vice President of the League of Municipalities of the Philippines – Visayas Chapter, Sun Shimura, expressed his optimism for how the app can assist those in remote areas.

“This includes PhilHealth and all the information needed by our people in the barangays and sitios, particularly regarding hospitalization,” Shimura said during the press conference.

Powered by eGOV AI, the app is designed to make government transactions as seamless as possible. A major feature is its ability to issue important documents like the National ID card through an online system that integrates with PhilSys.

This is especially beneficial for citizens who lack physical IDs. In addition to the National ID, the app securely stores government-issued identification like driver’s licenses, further reducing the need to carry physical copies.

For tourists, the app offers a Philippine eVisa Portal that simplifies the visa application process. It also provides users with access to comprehensive information on tourist attractions in the region, making it a versatile tool for both citizens and visitors.

Offline Access and Digital Literacy Initiatives

One of the standout features of the eGOV PH Super App is its offline accessibility, ensuring that even those with limited internet access can use the app’s essential functions.

DICT Director for Management Information System Service, June Vincent Manuel Gaudan, explained, “There is a mechanism that stays in your phone and you can open it offline.”

To further boost Cebu’s digital readiness, the Department of Information and Communications Technology (DICT) has announced plans to establish a Digital Transformation Center in Cebu. This center will provide free digital training and access to the internet, equipping residents with the skills necessary to engage in the digital age.
