Labella releases Executive Order No. 79, Cebu City under General Community Quarantine effective June 1
City Mayor Edgardo Labella declares Cebu City under General Community Quarantine beginning June 1, 2020, through the Executive Order No. 79, “An Order Declaring A State of General Community QUarantine (GCQ) In Cebu City and Providing Omnibus Guidelines Thereto”. The soft copy of the Executive Order No. 79 was posted on his Facebook page an hour ago as of writing this blog post.

Cebu City was supposedly under the Modified Enhanced Community Quarantine (MECQ) last May 16, 2020, however, with the recommendation of the Inter-Agency Task Force of Emerging Infectious Diseases (IATF-EID), the city remained under Enhanced Community Quarantine (ECQ) as it was considered one of the locations that are high-risk highly urbanized cities (HUCs) together with Mandaue City. The ECQ extension was made effective until today, May 31, 2020.
Cebu City, as well as Mandaue City, Lapu-Lapu City, and the Cebu Province were under Enhanced Community Quarantine since March 28, 2020. Cebu Province and Lapu-Lapu City, however, already lifted their ECQ status to GCQ last May 16, 2020.
“I am asking for everyone’s cooperation as we continue our fight against COVID-19, [especially] now that we will reopen more businesses and begin our ‘new normal,'” Labella said on his Facebook page caption. “Until there is a vaccine against COVID-19, it will remain with us. Now is not the time for complacency. Be more vigilant, be more cautious, and help protect your fellow Cebuanos,” the mayor ended.
Executive Order No. 79
Mayor Edgar Labella met with the department heads of the Cebu City Government, Sunday, May 31, 2020, to discuss the work protocol in Cebu City Hall starting tomorrow, June 1.
During the meeting, Mayor Labella discussed the preparation of the City Government for the transition from Enhanced Community Quarantine to General Community Quarantine.
“This call for more vigilant and strict observation of the protocol of DOH. We should never be complacent,” Mayor Labella said during the meeting.
The City Government will maximize all its personnel so that public service will not be hampered.
IATF Resolution No. 41
On June 1, 2020, Cebu City will be under the General Community Quarantine. The Inter-Agency Task Force released the Resolution NO. 41 approving the appeal of Mayor Labella to the GCQ status for Cebu City, thus the Executive Order No. 79.
Under GCQ, more establishments will be opened and public transportation will be available but with limited capacity. As the GCQ status was granted to Cebu City, Mayor Labella requested everyone to stay and to continue following the health precautionary measures.
