Labella amends guidelines, health protocols for Cebu City under GCQ (EO 086-A and 086-B)

After the recently released Executive Order No. 086 was made effective last July 31, 2020, having Cebu City under the General Community Quarantine (GCQ) effective August 1, Cebu City Mayor Edgardo Labella made amendments on some items under the said Executive Order. The changes were made specifically on the allowed days of the Quarantine Pass (QPass) use (Section 2, Item S) via EO 086-A and the Prohibition on Mass Gatherings (Section 2, Item J) via EO 086-B.

Labella amends guidelines, health protocols for Cebu City under GCQ (EO 086-A and 086-B)

The change in Section 2 “MINIMUM PUBLIC HEALTH STANDARDS”, Item S “QUARANTINE PASS (QPASS) GUIDELINES” of the Executive Order No. 086, stated the new scheduling scheme of allowed days to use the Quarantine Pass (QPass) duly issued by the City Government. Please take note that the QPass shall only be allowed from 5:00 AM until 10:00 PM, and QPass holders shall adhere to the new schedule below:

QPasses with codes that end with ODD numbers (1, 3, 5, 7, 9) Mondays, Wednesdays, Fridays, and Sundays
QPasses with codes that end with EVEN numbers and ZERO (2, 4, 6, 8, and 0) Tuesdays, Thursdays, Saturdays, and Sundays

This section was amended with the issuance of the Executive Order No. 086-A (EO 086-A), which will be effective today, August 9, 2020, at 12:01 AM, Sunday.

On the other hand, Section 2, Item S was also amended with the issuance of the new Executive Order No. 086-B. It pertains to the prohibition on Mass Gatherings in Cebu City while under General Community Quarantine.

NOT ALLOWED: Movie screenings, concerts, sporting events, and other entertainment activities, community assemblies, and non-essential work gatherings.

ALLOWED: Provision of critical government services and authorized humanitarian activities, visits to memorial parks and cemeteries limited to not more than 10 people per group, and religious gatherings up to ten percent (10%) of seating capacity, or up to ten (10) people, whichever is higher.

Management of Establishments should strictly observe minimum public health standards, particularly social distancing measures and non-pharmaceutical interventions such as the obligatory wearing of face masks and immediate availability of hygiene necessities in the premises.
