Cebu City, other independent cities and Cebu Province under enhanced community quarantine

Effective Saturday, March 28, 2020, at 12 o’clock noon, Cebu City will be placed under Enhanced Community Quarantine (ECQ). Cebu City Mayor Edgardo Labella, issued yesterday the Executive Order No. 064, “An Order Declaring The City of Cebu Under A State of Enhanced Community Quarantine”. Cebu Province, as well as the independent cities — Mandaue City, and Lapu-Lapu City will follow.

The state of community quarantine is a precautionary measure amid the COVID-19 pandemic in the country. A quarantine, as defined, is used to separate and restrict the movement of persons who may have been exposed to a communicable disease to see if they become ill. In the Philippines, two terms are used to identify this state: “general community quarantine” and “enhanced community quarantine”.

Under general community quarantine, the movement of people is limited to accessing basic services and going to work where quarantine officers are present at border points. In most cases, under enhanced community quarantine, strict home quarantine is implemented in all households. This goes with transportation being suspended; provision for food and essential health services being regulated, and the presence of uniformed personnel to enforce quarantine procedures.

Here is a summary of the enhanced community quarantine stated under the Executive Order No. 064 issued for Cebu City1:

Border Control. Strict monitoring with exemptions

Effective March 28, 2020, at 12 o’clock noon, the following will take effect in Cebu City:

ALLOWED TO OPEN 24 HOURS
1) Hospitals, medical clinics, and laboratories;
2) Pharmacies, and drug stores;
3) Gasoline stations;
4) Cargo handlers, forwarders, shipping lines, truckers, container yards;
5) Water, electricity, cable, and telecommunications companies;
6) Funeral parlors;
7) Establishments manufacturing medical supplies and its materials and/or components; and
8) Establishments rendering delivery services, whether in-house or outsourced, transporting food, medicine, and other basic necessities.

ALLOWED TO OPEN UNTIL 8:00 PM (LIMITED HOURS)
9) Food establishments provided that there shall be no dine-in customers and only take out orders or delivery services are allowed;
10) Food manufacturers and suppliers;
11) Public markets, supermarkets, groceries, bakeshops, and convenience stores;
12) Water-refilling stations;
13) Veterinary clinics;
14) Animal feed suppliers;
15) Banks and money transfers;
16) Hardware stores;
17) Delivery and courier services;
18) Dealers or suppliers of agricultural products, LPG and other petroleum products, medical supplies, and veterinary supplies; and
19) Laundry services.

NOTE: The specific guidelines of Cebu City, other independent cities like Mandaue City and Lapu-Lapu City, and the Cebu Province may differ. Local residents belonging to different independent cities may directly communicate with their corresponding local government units; component cities and municipalities must be in contact with the Cebu Provincial Office.

Effectivity of the Enhanced Community Quarantine

The Enhanced Community Quarantine in Cebu City2 will take effect on March 28, 2020, Saturday, at 12 NN; Lapu-Lapu City3 on March 29, 2020, Sunday, at 12:01 AM; Mandaue City4, Talisay City, and the rest of the Cebu Province5 on March 30, 2020, Monday, at 12:01 AM.
